She is a native of Santo Domingo, the capital of the Dominican Republic. Her parents are Lourdes Chalas and Julián Baldeyaque. She attended elementary school at PS 115 and PS 272 in New York City. She attended Edward R Murrow High School, majoring in vocal technique and science. She pursued her college studies, earning a bachelor's degree in Human Biology from the University at Albany SUNY.

It should be noted that she is an active young woman, committed to her ideals, serving as treasurer and secretary of the Christian group Campus Ambassadors. During her time at the university, she was a housing manager, overseeing more than 100 students and developing large-scale programs on diversity, community service, and healthy living. This demonstrates the leadership she embodies.

Currently, Ms. Hilda is the intake coordinator and office manager at Lifeskills Counseling Services LCSW, a mental health clinic. This role has inspired her to consider the need for programs to combat domestic violence.

During this time, she has realized the impact domestic violence has on families. She expresses her life philosophy as follows: "We must think about helping others, in the broadest sense, abused women, and empowering them to build a healthy and strong family environment. I emphasize that with all my strength, experience, and love, I will be part of this great social work."
